Job Announcement for a Resident Twinning Advisor Assistant for EU-Twinning Project
 
 
A Resident Twinning Advisor (RTA) Assistant is sought for an EU Twinning Project TR 13 IB JH 06) entitled “Improving the Maritime Customs Surveillance Capacity and Operational Procedures of Ministry of Customs and Trade for 18 months in Ankara.

Tasks
 
  1. Provide administrative assistance for the Twinning Project;
  2. General support to the RTA in terms of office management, record keeping, correspondence;
  3. Drafting of written materials with relation to the project in Turkish and English;
  4. Drafting of minutes of meetings;
  5. Elaboration of programs for short term experts and other foreign specialists with relation to the project;
  6. Perform necessary office and office management tasks including filing;
  7. Assist the RTA, his counterpart, the short term experts, and other foreign specialists involved in the project in matters related to language problems or other problems due to being and working in a foreign country;
  8. Organisation of trainings, expert missions, study visits, meetings;
  9. Assist the RTA in planning the visits of the Short-term experts (travel, accommodation, residence and work in Turkey, accompany EU experts on field missions within Turkey);
  10. Assist the RTA in identifying, contracting and monitoring translation and interpretation services;
  11. Develop and maintain close working contacts and relations with Turkish officials involved in the Twinning, contacts at other beneficiary organizations and the Project Leaders under the direction of the RTA and his counterpart.
  12. Interpreting in meetings and other oral conversations from MS languages and English to Turkish and vice versa;
  13. Support the language assistant in translation and interpretation when needed
 
This list is not exclusive of other tasks.
 
Necessary Qualifications
  1. University degree
  2. Professional fluency in oral and written English and Turkish (Spanish and French is an asset)
  3. Ability to work in a team.
  4. Ability to work under pressure.
  5. Strong administrating and organizing skills.
  6. Very good computer skills (MS Office, Word, Excel, Internet)
  7. Very good communication skills.
  8. Patience and flexibility.
  9. Previous experience in twinning projects will be advantage.
 
Remuneration
The salary (2.000, 00 €/month) will be paid according to the Twinning Contract.
The service provider contract will be signed for 18 months and he/she will be contracted by the Member State.

NOTE: Twinning Manual foresees that the chosen assistant is not a civil servant or agent of the beneficiary (past 6 months) nor is on leave from the beneficiary to take up the position of the project assistant.
 
The assistant will sign a service provider contract and must have a status of self-employed. It will be his/her sole responsibility to comply with all legal requirements for self-employment as well as to cover all related taxes and charges.
